Ms. Earl J Rivera-Dolera acts as independent arbitrator, and as tribunal secretary to prominent international commercial arbitrators. Earl has been appointed as sole arbitrator in various cases under the administration of the SIAC in arbitral proceedings seated in India, Indonesia and Singapore. She is listed on the SIAC Panel of Arbitrators (Reserve List), HKIAC List of Arbitrators, VIAC List of Practitioners, and KCAB Panel of Arbitrators.

As sole arbitrator and tribunal secretary, Earl has sat in numerous jurisdictions in arbitral proceedings (regular, expedited or emergency arbitration proceedings) seated in Nigeria, London, Singapore, Hong Kong, India, Australia, Malaysia, Indonesia, South Korea, Vietnam, Sri Lanka, Thailand, Frankfurt (Germany) and the United States.

Since joining The Arbitration Chambers in 2012, Earl has managed nearly 160 arbitral proceedings in the chambers, assisting our residents in wide variety of disputes. The arbitrations total US$6.2 billion in claims, and range from ad hoc to administered (including by the ICC, SIAC, LCIA, KLRCA, SCMA, AMTAC, HKIAC, VIAC, BANI, ICDR, ICSID).

Most notably, Earl was appointed as tribunal secretary in a US$1.6 billion oil and gas dispute seated in Nigeria, and a US$1.4 billion dispute involving fraudulent misrepresentations seated in Singapore.

Earl is a Fellow of the Singapore Institute of Arbitrators, and a Member of the Chartered Institute of Arbitrators (candidate for fellowship) as well as the Philippine Institute of Arbitrators.

She is also a visiting lecturer at the Ateneo de Manila School of Government and Ateneo de Manila Law School, a convenor for student moots for the International Commercial Arbitration course at the National University of Singapore, a regular lecturer for the Philippines’ Mandatory Continuing Legal Education for lawyers, and an ad hoc legal consultant of the Philippine Embassy in Singapore.

Qualified as an Attorney-at-Law in the Philippines in 2005, Earl was a Justice’s Law Clerk, a government litigator, and a professor of law therein.

She is a regular contributor to the arbitration chapter of the Singapore Academy of Laws’ Annual Review of Singapore Cases since 2012, and is currently working with Professor Lawrence Boo on a re-issue of the book Halsbury’s Singapore Laws on Arbitration, slated for publication in 2017.
